You need permission to edit users.
Go to Settings > Users and edit the user.
Turn on the override you need:
Use custom permissions, under Permissions Override.
Use custom property scope, under Property Scope Override.
Use custom domain scope, under Domain Scope Override.
Set the user's own permissions or scope.
Select Update user.

Without an override, the user follows their role, and changes to the role reach them. With one, that part stops following the role until you turn the override off.
