You need permission to manage dashboards.
Go to Settings > Dashboards and select New dashboard.
Enter a Title and a Description.
Under Sections, rename Main or select ADD to add sections. Drag them to change their order.
Add Permanent Filters and Available Filters if you need them.
Select Save.

Then open the dashboard, choose Edit dashboard from Dashboard actions, and add widgets to each section. Share it with Manage access so others can see it.
