You need permission to manage KPIs.
Go to Settings > KPIs and select New KPI.
Enter a Name, such as "Occupancy target".
Under KPI Rules, set each rule:
When: optional conditions, such as a region. A rule with no conditions applies to everything.
Then: thresholds, each with a Type (Fixed, Measure or Average), an operator, a Value, a Label and a Color. For example: Good when 95 or more, Warning when 90 or more, Critical otherwise.
Select Create KPI.

Rules are checked from top to bottom, and within a rule the first threshold that matches wins. Use the arrows to reorder them.
To use the KPI, edit a widget and choose it in the KPI field of a metric, on the Visualization tab.
